Heat a skillet over medium high heat and add oil. Add the shallot, garlic, pepper and ground chicken. Cook through. Add about 1/2 teaspoon of the flavor packet along with fish sauce, soy sauce, brown sugar and lime juice. Stir and remove from heat.
Boil the Maruchan Chicken Ramen for 3 minutes in 2 cups of water. Add the remainder of the flavor packet and mix. Drain the noodles from the broth.
Separate leaves of lettuce to use as boats. Add a small amount of noodles to the lettuce boat and top with ground chicken mixture.
Top with fresh cilantro, basil and/or mint. Serve with lime wedges.
