Marinate the flank steak in a mixture of one flavor packet, soy sauce, fish sauce, sugar, oil, and lime juice. marinade at least 5 minutes and up to 30 minutes.
Heat a large cast iron or grill pan to high heat. When grill is very hot, cook steak to your preferred degree of doneness, about 5-6 minutes per side for medium. Rest the steak.
Boil the Maruchan Beef Ramen for 3 minutes in 6 cups of water. Add other 2 flavor packets, stir, and remove from heat. Drain noodles from broth, set aside.
Slice the rested steak against the grain. Add noodles to bowls. Top noodles with slices of steak, carrots, cucumber, scallions and cilantro.
